Community Services Block Grants are appropriations from the U.S. Department of Health and Human Services to help communities address poverty issues. States are allocated money and are directed to fund anti-poverty nonprofit and/or public agencies statewide to address the local issues of poverty within their communities. The funding for the program is provided to Community Action Agencies (CAA's) who in turn oversee the program and monitor the services provided to the low-income population. These services include but are not limited to employment services, housing assistance, emergency and referral services, nutrition, health related services, and counseling and education. The Los Angeles County CSBG program is administered by the Department of Public Social Services.
Community Action Board (CAB) Program
Community Action Agencies are governed by Community Action Boards (CABs) comprised of representatives from the community and from the public and private sectors. Overseeing one of the largest programs in the country, the Los Angeles County CAB was established by the Los Angeles County Board of Supervisors' Board Order No. 107 on December 18, 1979. The primary responsibility of the CAB is to oversee the implementation of the social services and anti-poverty programs funded by Community Services Block Grants (CSBG).

Program Description
The Family Assistance Program provides financial assistance to meet basic needs for families with a dependent child under age 18 or age 19 if s/he is a full time student in a secondary school or in the equivalent level of vocational or technical training and whose income and resources do not exceed established agency standards.

General Program Requirements
In order to qualify for this benefit program, you must be a resident of Alabama, either pregnant or responsible for a child under 19 years of age, a U.S. national, citizen, legal alien, or permanent resident, have low or very low income, and be either under-employed (working for very low wages), unemployed or about to become unemployed.

Help With Protection from having utilities shut off

Am I eligible for protection from being shut off?

If you have a Financial Hardship

You are protected from having your electric or gas service shut off if you have a financial hardship AND

  1. you, or someone in your home, is seriously ill; or
  2. you have an infant in the home under 12 months; or
  3. it is between November 15 and March 15 and you need the service to heat your home; or
  4. all adults in the home are age 65 or older and a minor child resides in the home.

A financial hardship exists when a customer is unable to pay an overdue bill and such customer meets income eligibility requirements for the Low-Income Home Energy Assistance Program (“LIHEAP”) administered by the Department of Housing and Community Development. You may be eligible for assistance if your household income does not exceed 60% of the state median income. More information can be found on the Department of Housing and Community Development website. For the most recent LIHEAP Income Eligibility Chart PDF  information, look in the “60% of Estimated State Median Income ” column. Alternatively, the Department of Public Utilities may determine that a financial hardship exists. 220 C.M.R. § 25.01.

If you have a financial hardship, you should inform your utility company immediately. Your company will send you a certifying form. You will have seven days to return it to the Company with documentation supporting your need for protection.

If you are age 65 or older

Utility companies may not shut off service to households where all residents are 65 years or older without written approval from the Department of Public Utilities. If all residents of your household are over age 65, you should inform your utility company. 220 C.M.R. § 25.05.

Is assistance with my fuel bills available?

Yes, there are a number of programs available.

For the Massachusetts Department of Housing and Community Development Energy Assistance Programs, call 1 (800) 632-8175.

If you are not eligible for fuel assistance, you may be eligible for help from the Salvation Army’s Good Neighbor Energy Fund, which offers one-time grants for eligible consumers. For more information about eligibility criteria and where to apply, please call 1 (800) 334-3047 in area codes 617/508/781/978 or 1 (800) 262-1320 in area code 413. Or, you may visit the website to learn about the program and review the Fund’s income eligibility guidelines.

Am I eligible for a discount rate?

If you either (1) receive any means-tested public-benefit program or (2) are eligible for the Low-Income Home Energy Assistance Program (LIHEAP), you may be eligible for a discount rate from your gas and electric companies. 220 C.M.R. § 11.04 (5); 220 C.M.R. § 14.03 (2A). For more information on LIHEAP or for the most recent LIHEAP Income Eligibility Chart , you may visit their website. Look in the “60% of Estimated State Median Income ” column. You may also contact your gas or electric company to determine if you qualify for the discount rate.

What is budget billing?

Budget billing is an arrangement you make with your utility company for equal monthly payments. 220 CMR 25.01(2), 25.02(6). Your gas or electric usage is estimated for the year, divided by 12 months, and you pay the same amount each month. However, if you are using more or less energy than estimated, your bill may be increased or decreased during the year. At the end of the year, your company will reconcile your bill with the amount actually used. Then you will receive a credit if you overpaid or a bill if you underpaid. By the end of the year, you will have been billed for the actual amount used. Contact your utility company to set up a budget plan.

What is a payment plan?

A payment plan is a payment arrangement for overdue charges. 220 CMR 25.01(2), 25.02(6). A monthly payment is due in addition to your current monthly bill. Contact your utility company to set up a payment plan. If you have a billing dispute with your utility company, you may contact the DPU's Consumer Division.

How can I reduce my utility bills through conservation?

WEATHERIZATION ASSISTANCE PROGRAM (WAP)

The Low-Income Weatherization Assistance Program (WAP) assists low-income households in reducing heating bills by providing comprehensive home energy conservation services (“weatherization”).

HEATING EMERGENCY ASSISTANCE RETROFIT TASK WEATHERIZATION ASSISTANCE PROGRAM (HEARTWAP)

The Department of Public Welfare is dedicated to helping low-income families and individuals living in Pennsylvania move to independence through the Temporary Assistance for Needy Families (TANF) program, which is also referred to as Cash Assistance. TANF provides money for dependent children and their parents or other relatives with whom they live, and for pregnant women.

How to Apply:
You can apply for and renew your benefits from the comfort of your home using COMPASS, the online resource for cash assistance, Food Stamps, help with child care, health care coverage, home heating assistance (LIHEAP), school meals, SelectPlan for Women and long-term living services. You can also:

    * File an application at your local County Assistance Office
    * Download an application form from the Web and return it to your local County Assistance Office:

Are You Eligible?

    * You and your family members must provide Social Security Numbers or apply for one.
    * You are required to seek employment or participate in an employment and training program. (Some persons may be exempt from employment requirements because of personal circumstances; for example, a temporary or permanent disability.)
    * You are required to agree to, sign and follow through on an Agreement of Mutual Responsibility, which is a plan for what you will do to find permanent employment.
    * If you are seeking Cash Assistance for a dependent child, you must agree to cooperate with paternity and child support requirements, unless there is good cause for not seeking support. Your child must be under age 18 or age 18 and a full-time student, living with and cared for by you and in need of support or care because of the:
          o Death of a parent;
          o Incapacity of a parent;
          o Continued absence of a parent; or
          o Unemployment of one or both parents.
    * Your resources (things with cash value such as bank accounts, bonds or property that is not your primary residence) must have a value of $1,000 or less.
    * You must report all income from employment or from other sources including, but not limited to, child support, unemployment compensation, interest, Social Security benefits, or lottery winnings.

How Long Can I Receive Cash Assistance?

You can receive Cash Assistance for 60 months TOTAL (five years) over the course of your lifetime.

Why does your grandma takes money to pay you? I use to work with a company called coordintated care in N.M. cant you get grandma signed up for something like that? medicare pays most of it and medicade picks the rest up. And since your taken care of her they should pay for her care. I done it for a lady I met in church and took care of her for the night time and was relieved for the day, we need to take time for ourself, Its alot of work taken care on famil members and God bless you for that, what I know from experience is let her do things that she likes dont take over everything for her, AS the older generation likes being independent to be able to do some kind of independency for them self. If you dont let the elders be independent they seem to deterate quicker. let them be mobile and not bed ridden. God Bless You. and keep grandma going on to do more for herself, dont always jump in unless she calls for help. This is good information for evryone who takes care of there love one. God be with you all.

And yes you are "doing it right".

i need to know if  am doing this  right. am on aidpage everyday i have had a few people  asking  what , i need help  in , i send them a replay, then i here nothen back , so am i doing  this  right.my name is  barbara i lived with my daughter a few mts ago. she was inveted. well that  left me and my 8 year old grandson, homeless. yes! i have been raseing him for 8 years   with no help. her in and out of home and life, well now  its me at 52  my grandson 8 . staying  with a friend of  mine, thats only  lives n a 2 bed room , she has  a 21 and  a 15 then its me and  my grandson. me and him sleep  n her liven room  , am thinkfull to have her, she is  god  send, i found  a low income  appartment ,  i was approved  , but  i have  no  job , the rent  is 125 to move  in , that   is  coved  250  for  power. thats  coved , my  heart brokes  at  the  gas  . its  240 , i do not  have  that.   god  has. bblassed me  with savaction army. they  are helping me  with . santa  this year , am so blassed  with  that, . so just maybe  , santa will help me with  my  gas  . desposed.for the gas . pray is all i have  thes days . well , am tired, get that way at  my  age , so god blass you  all . and  hope you all have  a good chrismas this  year, and all remerber  , its  all about  the day  JUSES was  born .and what all he  does for  us

I AM A CARETAKER IN LONG BEACH CALIFORNIA. I HAVE BEEN TAKING CARE OF MY GRANDMOTHER FOR THE LAST 4 YEARS.  SHE HAD SEVERAL STROKES AND WAS BED RIDDEN. NOW, SHE WALKS WITH HER WALKER AND CAN DRESS HERSELF. BEING A CARETAKER IS NOT A JOB EVERYONE CAN DO. IT IS VERY HARD ON YOUR BODY, YOUR MIND AND YOUR POCKET. IM 32 AND HAVE TO LIVE WITH MY MOM/GRANDMOTHER BECAUSE I BARELY MAKE ENOUGH TO SURVIVE. IN HOME SUPPORT SERVICES OF LA COUNTY IS WHAT WE GO THROUGH. MY GRANDMOTHER NOW HAS TO TAKE A LARGE PORTION OF HER MONTHLY CHECK TO PAY ME, AND I THINK IT SUCKS.  I AM WILLING TO WORK FOR ANYONE WHO NEEDS HELP. IM OUTGOING, FUN, AND EASY TO GET USED TO.
